These measures followed accusations that the GRU was involved in the 2018 nerve agent attack in Salisbury, England. In January, an Uzbek national was sentenced for the 2024 killing of Lt Gen Igor Kirillov, who died in an explosion outside his apartment building. Ukrainian intelligence sources later claimed responsibility for that attack, though official confirmation remains limited.

In another case, Lt Gen Fanil Sarvarov, a senior GRU officer overseeing operational training, was killed when an explosive device detonated under his car in Moscow in December 2025, according to Russia’s Investigations Committee. These incidents have heightened concerns within Russia’s security services about internal vulnerabilities.

Russian intelligence officials have also reported thwarting attempted attacks, including an alleged plot against a soldier in St Petersburg last month. Taken together, the cases suggest an escalating campaign targeting individuals associated with Russia’s war effort.

Security Implications Inside Moscow

The latest shooting raises questions about security in the Russian capital, particularly for high-ranking officials. Moscow is heavily monitored, with extensive surveillance systems and a large security presence. An attack in a residential area suggests either a lapse in protection or careful planning by the assailant.

Analysts say such incidents could prompt tighter security measures, including increased protection for senior officers and expanded surveillance in residential neighborhoods. However, these steps may also heighten public unease and underscore the war’s domestic repercussions.
