SpaceX Plans $100 Billion Starbase Louisiana Spaceport

PECAN ISLAND, UNITED STATES — SpaceX plans its largest launch complex in coastal Louisiana, with 3,000 direct jobs projected as it expands Starship operations.

SpaceX announced Tuesday that it plans to invest $100 billion in a new Louisiana spaceport intended to dramatically expand launch capacity for its Starship rocket, putting one of the largest announced industrial projects in the state's history on the Gulf Coast.

The proposed Starbase Louisiana complex in Vermilion Parish would become SpaceX's fourth and largest launch site, according to Louisiana Economic Development. The state agency says the project is expected to create 3,000 direct jobs over 10 years, while its economic estimates project more than 8,100 additional indirect jobs.

Those figures remain projections rather than employment already created. LED says the direct positions would carry an average annual salary of $92,600, while the announced $100 billion represents SpaceX's planned investment rather than capital already deployed.

Reuters independently reported the project Tuesday, describing a roughly 125,000-acre site on Pecan Island that would extend SpaceX's Starship operations beyond its existing development base in South Texas and launch infrastructure in Florida. SpaceX intends the Louisiana complex to eventually support thousands of Starship flights annually.

Louisiana site would sharply expand Starship launch capacity

At full buildout, LED says Starbase Louisiana is expected to contain five launch complexes, each with two launch pads and a propellant farm. Plans also call for propellant production, power generation, vehicle-processing infrastructure and housing for employees and their families.

Reuters reported that SpaceX also described deep-water shipping capabilities and an airport as elements of the proposed self-sustaining spaceport.

The scale matters because Starship is central to SpaceX's plans to move substantially larger payloads into orbit and increase launch frequency. Louisiana officials say the site could support missions to Earth orbit as well as the company's longer-term Moon and Mars objectives.

Construction is expected to begin in 2027, according to Tuesday's LED announcement, with SpaceX targeting a first launch as early as 2029. Reuters also reported the 2029 target.

A separate LED project page gives a more conservative operational timeline, saying construction would begin by the end of 2027 and initial operations are expected to come online in 2030. The difference means the precise startup timetable should be treated as a target rather than a fixed schedule.

State incentives accompany the $100 billion commitment

Louisiana offered SpaceX an incentive package tied to investment and job-creation requirements.

According to LED, SpaceX is expected to participate in Louisiana's Aerospace Facilities and Activities Rebate and High Impact Jobs program and receive recruitment assistance through LED FastStart. The agreement also requires a $25 million charitable contribution to the Community Foundation of Acadiana.

At the local level, SpaceX has entered a payment-in-lieu-of-taxes agreement under which LED says the company will make a $20 million upfront payment and pay Vermilion Parish $25 million annually for 25 years, with an agreed escalator. LED's August 25 announcement estimates more than $820 million in direct local payments over the agreement.

Those incentives make the project's eventual execution important to the public-interest calculation. LED says state economic-development benefits are performance-based and that SpaceX must meet applicable investment, employment and other commitments before earning incentives.

Coastal location brings environmental questions

The enormous site also puts the project in a sensitive Gulf Coast environment.

Reuters described the property as approximately 125,000 acres of coastal wetlands. Ars Technica reported that the area supports waterfowl and other wildlife and that environmental issues are likely to accompany development.

SpaceX has told state officials it intends to use only part of the acreage and work on wetland preservation and coastal-erosion measures. LED says the company has engaged the Louisiana Department of Wildlife and Fisheries, the Coastal Protection and Restoration Authority and other state agencies to address possible effects on wildlife, fisheries and habitat.

Those commitments do not settle the project's eventual environmental impact. Construction and launch operations will still depend on the applicable permitting, regulatory and environmental processes, and the final footprint may evolve as the project advances.

Louisiana investment remains a long-term commitment

The distinction between announcement and execution is particularly important because of the extraordinary headline number.

The $100 billion represents a long-term SpaceX commitment announced with Louisiana officials, while the 3,000 direct positions are expected over a decade and the 8,100-plus indirect positions are an LED economic estimate. They should not be described as jobs already created or investment already completed.

If the project reaches the scale outlined Tuesday, it would give SpaceX a much larger Gulf Coast base for Starship and bring a new aerospace industry concentration to Vermilion Parish. Its economic impact will ultimately depend on how much of the announced capital program is built, how many projected positions materialize and how quickly launch operations obtain the approvals required to begin.

The next concrete milestones are the permitting and site-development process, the planned start of construction in 2027 and SpaceX's targeted first Louisiana Starship launch as early as 2029.
